The Cap-And-Trade System:
- The cap-and-trade system will set limits on greenhouse gas emissions while encouraging the development of low-cost ways for businesses to comply.
- This system would allow entities to buy and sell rights to emit. Under this system, entities will have an incentive to invent, improve or acquire ways to reduce their emissions because they can sell their extra permits for cash.
- The goal is to reduce greenhouse gas emissions to 60 percent below 1990 levels by 2050.
